He was an NIH Postdoctoral Scholar in the Department of Physiology, Yale University Medical School from 1971 to 1974. He has been a professor and Chairman of the Department of Chemistry at the University of Kentucky since 1996. Recently, Dr. Haley has testified before numerous government agencies on the effects of mercury toxicity from dental amalgams and vaccines. He was one of the first researchers to propose that the preservative Thimerosal in infant vaccines was the most likely toxic agent involved in Gulf War Syndrome and autism related disorders. He has shown using mercury analysis of birth-hair that autistics represent a subset of the population that cannot excrete mercury effectively. Dr. Haley is also co-founder and scientific advisor of Affinity Labeling Technologies, Inc., a biotech company that synthesizes and markets to major research institutes nucleotide photo-affinity analogs for biomedical research. The company was expanded to ALT Biosciences, Inc. which also developed tests for oral toxicity detection. Dr Haley is also the Founder of CTI Science, a bio-technology firm that specializes in products designed to improve quality of life.

Over the past few years Dr. Haley has testified before numerous government agencies at the federal and state levels on the effects of mercury toxicity from dental amalgams and vaccines. This list includes two times before the Congressional Committee on Government Reform, the Pentagon to Surgeon Generals, the Institute of Medicine of the National Academy of Sciences. He has testified before, and supplied affidavits to, numerous legislative committees at the State level that were considering bills to remove thimerosal and mercury from dental and vaccines products. In several situations states have enacted legislation placing restrictions on the use of mercury in dental and vaccine products. In the recent past he has testified before the FDA committee for Review and Analysis of the Literature on the Health Effects of Dental Amalgams and before the Institute of Medicine of the National Academy of Sciences regarding vaccines and autism. He has been invited to present lectures on the subject of mercury toxicity and neurological diseases at international conferences in England, Scotland, Canada, Italy, Switzerland, Australia, Sweden, France, Germany, New Zealand, Mexico and Denmark.

His research focused on the use of basic biology to reduce uncertainty in human risk assessments and to improve the tools used in exposure assessment. His work has made major contributions to risk assessments for dioxins endocrine disrupters and methyl mercury, and he has been asked by Federal agencies to assist them in high visibility risk assessments. Dr. Lucier chairs the Science Advisory Board for hazardous air pollutants for the State of North Carolina, which makes recommendations on safe exposure levels on air pollutants of interest to North Carolina. Dr. Lucier was editor of the Scientific Journal Environmental Health Perspectives for 28 years. Dr. Lucier has researched and published data on ethyl vs. methyl mercury and the toxicity of thimerosal, a mecury based preservative still used in vaccines and medical products. Dr. Lucier has been key in NC legislation to reduce mercury exposure to infants, children, and pregnant women. He also served as Chair of the Chatham County Board of Commissioners.

When the Homeland Security Bill was passed it had a hidden rider attached protecting Eli-Lilly, the original maker of thimerosal, the mercury based preservative in vaccines, from our litigation. The Bush Administration also asked that our records, in the Federal Court of Claims, be sealed from the public.
